Per una visione pi\u00f9 realistica, sono stati elaborati due scenari basati sull&#8217;utilizzo del TPL da parte del 50% e del 70% dei visitatori stranieri. La stima dell&#8217;aumento dei ricavi tariffari dipende da volume turistico, durata del soggiorno e attuale prezzo del biglietto.<\/h5>\n\n\n\n<figure class=\"wp-block-image size-full\"><img rincaro<\/strong><\/h5>\n\n\n\n<p>Con l\u2019obiettivo di misurare l\u2019impatto di un rialzo moderato del biglietto riservato ai turisti \u2013 fissato convenzionalmente a 2,90 \u20ac per corsa singola&nbsp; \u2013 abbiamo condotto un\u2019analisi comparativa sui principali gestori di trasporto pubblico locale di Roma, Napoli, Milano, Torino, Genova, Firenze e Bologna.<br>Il prezzo unico proposto \u00e8 stato calcolato dividendo la spesa turistica ponderata in base alle percentuali di presenze dei cittadini stranieri (135,33\u20ac) per la spesa media italiana all\u2019estero (133,6\u20ac); rapporto moltiplicato per il prezzo del biglietto ponderato dei paesi esteri.<br>Per ulteriori informazioni sul calcolo del prezzo proposto, potete consultare <a href=\"https:\/\/www.basco-t.com\/ticket-turistico-tpl\/\">l\u2019articolo precedente<\/a> disponibile sul nostro sito e sui nostri profili social.<\/p>\n\n\n\n<p>La fase iniziale dell\u2019analisi ha riguardato la stima del flusso turistico e della relativa permanenza media. A tal fine, abbiamo elaborato i dati<strong> ISTAT 2023<\/strong> sugli arrivi e sulle presenze straniere in ciascuna citt\u00e0, integrandoli con le rilevazioni dei rispettivi Osservatori Turistici urbani. Ne \u00e8 emerso, per esempio, che Roma registra 10,96 milioni di arrivi con una permanenza media di 2,47 giorni, Napoli 2,33 milioni con 3,52 giorni e Firenze 3,79 milioni con 2,59 giorni di permanenza.<\/p>\n\n\n\n<p>Successivamente, abbiamo raccolto i listini tariffari locali per la corsa singola: da 1,30 \u20ac a Napoli a 2,20 \u20ac a Milano, passando per 1,50 \u20ac a Roma e 1,70 \u20ac a Firenze. Confrontando ciascun prezzo con la tariffa turistica ipotizzata abbiamo calcolato un \u201cdelta\u201d di incremento unitario, variabile fra 0,70 \u20ac (Milano) e 1,60 \u20ac (Napoli).<\/p>\n\n\n\n<p>Per convertire questi differenziali in valori economici complessivi, la metodologia ha previsto di moltiplicare il delta tariffario per il numero di arrivi stranieri, per la permanenza media in giorni e per un utilizzo medio (assunto) di 3 corse al giorno. Poich\u00e9 ipotizzare che il 100 % dei turisti utilizzi il trasporto pubblico locale avrebbe reso la stima irrealistica, abbiamo quindi elaborato due scenari distinti: uno in cui il 50 % dei turisti prende i mezzi e uno in cui tale percentuale \u00e8 pari al 70 %. Il risultato di tale operazione evidenzia che l\u2019incremento annuo di ricavi derivante dal rincaro potrebbe raggiungere rispettivamente 57 &#8211; 79 milioni di euro a Roma, 19 &#8211; 27 milioni a Napoli e 17 &#8211; 24 milioni a Firenze. Milano, Genova, Torino e Bologna vedrebbero benefici meno rilevanti, rispettivamente pari a 11 &#8211; 15 milioni, 3,1 &#8211; 4,3 milioni, 3,6 &#8211; 5 milioni e 2,4 &#8211; 5,1 milioni di euro.<\/p>\n\n\n\n<p>Per comprendere il peso di questi incrementi, abbiamo infine rapportato i nuovi proventi stimati ai ricavi attuali da bigliettazione indicati nei bilanci consolidati delle aziende TPL: 215 milioni a Roma, *65 milioni a Napoli, *405 milioni a Milano, **34,6 milioni a Firenze, 55,1 milioni a Genova, 109,2 milioni a Torino e 70,5 milioni a Bologna. In termini percentuali, emerge che Firenze beneficerebbe di un aumento relativo dei ricavi pari al 51 &#8211; 71%, Roma al 26 &#8211; 37 %, Napoli al 30 &#8211; 42 %, Genova al 6 &#8211; 8 %, Bologna al 5 &#8211; 7%, Torino al 3 &#8211; 5 % e Milano al 3 &#8211; 4%.<br><br>*Per Napoli e Milano i dati riportati sono stime basate sul totale dei ricavi da vendite e servizie sui proventi degli anni precedenti, poich\u00e8 non diponibile il dato preciso relativo agli introiti da bigliettazione.<br>**I dati di Firenze risalgono ai ricavi relativi alla gestione di ATAF S.r.l (2019), poich\u00e8 l\u2019attuale gestore Autolinee Toscane S.p.a. fornisce soltanto dati a livello regionale.<\/p>\n\n\n\n<p>Il confronto fra incidenza in valore assoluto e impatto percentuale mette in luce due dinamiche diverse: da un lato, citt\u00e0 come Roma, Firenze e Napoli possono contare sia su un delta elevato sia su un bacino turistico consistente, generando incrementi monetari significativi; dall\u2019altro, metropoli con un ricavo da bigliettazione gi\u00e0 rilevante come Milano necessitano di un rincaro molto pi\u00f9 marcato per produrre variazioni percentuali
