fact, but often overlooked: <strong>the policy weighs and how<\/strong>also on the financial statements. But more than an ideological issue \u2013 <strong>to the left or right<\/strong> \u2013 really count are <strong>political instability<\/strong>the rates of covenants, and the frequent alternation of leadership, both locally and nationally.<\/p>\n\n\n\n<p>To <strong>Rome<\/strong>ATAC shows a loss progressively reduced: from -433 million during the administration of <strong>Ignazio Marino (PD)<\/strong>to -134 million <strong>Virginia Raggi (M5S)<\/strong>up to -85 million under the current mayor <strong>Roberto Gualtieri (PD)<\/strong>.<\/p>\n\n\n\n<p class=\"translation-block\">In Naples, ANM moved from a deficit of \u20ac65 million under Luigi De Magistris (left-wing civic list) to a profit of nearly \u20ac5 million under Gaetano Manfredi (centre-left).<\/p>\n\n\n\n<p>To <strong>Turin<\/strong>, GTT registers a turnaround: after loss after loss with <strong>Piero Fassino (PD)<\/strong> and <strong>Chiara Appendino (M5S), respectively -64 million and -104 million<\/strong>comes in a useful <strong>Stefano Lo Russo (PD)<\/strong> \u20ac609mila.<\/p>\n\n\n\n<p class=\"translation-block\">Conversely, companies historically considered solid have shown signs of decline: in Milan, ATM moved from a profit of \u20ac+33.7 million under Giuliano Pisapia (SEL) to a cumulative deficit of \u20ac-94 million under Giuseppe Sala (PD). In Bologna, TPER dropped from \u20ac+47.7 million under Virginio Merola (PD) to \u20ac+5 million under Matteo Lepore (PD).<\/p>\n\n\n\n<p>Other cases highlight stability, as <strong>CTM Cagliari<\/strong>that remains useful with <strong>Massimo Zedda (SEL)<\/strong> and <strong>Paul Truzzu (FdI)<\/strong>even with a reduction of the result. Or <strong>Trieste Trasporti<\/strong>in the active with both <strong>Roberto Cosolini (PD)<\/strong> with <strong>Roberto Dipiazza (FI-centre-right)<\/strong>.<\/p>\n\n\n\n<p><strong>Cumulative Net Income Ranking \u2013 Publicly Owned LPT Companies by Mayoral Term (2014\u20132023)<\/strong><\/p>\n\n\n\n<p>This ranking was created by ordering the cumulative net results of local public transport (LPT) companies under full public ownership, categorised by mayor, term in office, and political alignment. The aim is to provide a financial reading of the administrative terms during which companies closed the financial year in surplus or deficit, without expressing political or value-based judgments.<\/p>\n\n\n\n<p><strong>Top of the list:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Virginio Merola<\/strong> \u2013 TPER, Bologna (2011-2021) \u2013 coalition of the centre-right with Us Moderate<\/em><\/p>\n\n\n\n<p>To complete the picture, it is useful to also consider national governments and the succession of Ministers of Infrastructure and Transport (MIT) from 2013 to 2023, which ran in parallel with the local administrations included in this analysis. At the national level as well, MIT leadership had significant impact, with varying approaches:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Maurizio Lupi (PdL\/NCD)<\/strong> in the governments Letta and Renzi (2013-2015),<br><\/li>\n\n\n\n<li><strong>Graziano Delrio (PD)<\/strong> in the government Renzi and Gentiloni (2015-2018),<br><\/li>\n\n\n\n<li><strong>Danilo Toninelli (M5S)<\/strong> in the first government Count (2018-2019),<br><\/li>\n\n\n\n<li><strong>Paola De Micheli (PD)<\/strong> in the second government, Conte (2019-2021),<br><\/li>\n\n\n\n<li><strong>Enrico Giovannini (independent)<\/strong> in the government Dragons (2021-2022),<br><\/li>\n\n\n\n<li><strong>Matteo Salvini (League)<\/strong> in the government Melons (by 2022).<br><\/li>\n<\/ul>\n\n\n\n<p class=\"translation-block\">Local public transport in Italy suffers less from political ideology and more from instability and discontinuity. Transport companies require long-term vision, consistent funding and strategy, and governance that is less vulnerable to electoral cycles. Public mobility is social infrastructure\u2014not a political battleground.<\/p>\n\n\n\n<p><strong>Notes:&nbsp;<\/strong><em>This analysis offers a partial reading of the financial performance of LPT companies.
