sector in Italy is a vast and complex industry, characterized by a high number of companies, although this figure has been gradually decreasing. Between 2019 and 2021, the number of operators declined from 931 to 838 (-9.9%), partly due to recent public tenders that have encouraged aggregation processes. During the same period, the number of employees decreased from 124,000 (Asstra and Intesa San Paolo Report, 2022) to 123,000 (Reopen, Invitalia, 2021).<\/p>\n\n\n\n<p>Despite this decline, the sector has <strong>maintained operational capacity constant<\/strong>with over <strong>49.000 means in service<\/strong>, <strong>mileage <\/strong>during the year equal to <strong>1.8 billion vehicle-km and more than 225 million train-km<\/strong>. The <strong>the number of passengers transported <\/strong>he has recorded a <strong>bending, <\/strong>going from 5.5 billion to 5 billion, while the <strong>revenue remained stable at around \u20ac 12 billion.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The fragmentation of the Italian LPT<\/strong><\/h2>\n\n\n\n<p class=\"translation-block\">The local public transport (LPT) sector in Italy is characterized by significant fragmentation, with an uneven distribution of operators across the country and a clear predominance of private companies. Data analysis highlights that the sector comprises a multitude of operators with different corporate structures, varying sizes, and heterogeneous service coverage between urban and suburban area<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Regional differences in the Italian LPT<\/strong><\/h2>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1232\" height=\"468\" src=\"https:\/\/www.basco-t.com\/wp-content\/uploads\/2025\/03\/Tab2-5.png\" alt=\"\" class=\"wp-image-3469\" title=\"\" srcset=\"https:\/\/www.basco-t.com\/wp-content\/uploads\/2025\/03\/Tab2-5.png 1238w, https:\/\/www.basco-t.com\/wp-content\/uploads\/2025\/03\/Tab2-5-980x386.png 980w, https:\/\/www.basco-t.com\/wp-content\/uploads\/2025\/03\/Tab2-5-480x189.png 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) and (max-width: 980px) 980px, (min-width: 981px) 1232px, 100vw\" \/><\/figure>\n\n\n\n<p><em>Notes:&nbsp;<\/em><\/p>\n\n\n\n<p><em>*The data related to mixed transport services also include navigation service operators, while the \"Other\" category comprises cableways and operators of services that are not clearly defined.<\/em><\/p>\n\n\n\n<p>2021<strong> Italy<\/strong> were<strong> active 838 operators of public transport<\/strong>with a strong predominance of transport <strong>rubber (94%)<\/strong>. Transport <strong>mixed<\/strong> represented <strong>5,1%<\/strong>while transporting on <strong>iron <\/strong>it was at the<strong> 0,7%.<\/strong> Finally, a <strong>marginal share<\/strong> of<strong> 0,4%<\/strong> it was formed from other types of transport, such as railways.<\/p>\n\n\n\n<p>From the territorial point of view, the <strong>South and the Islands<\/strong> host the largest number of operators (<strong>57,3%<\/strong>), followed by the <strong>Centre (17,4%)<\/strong>from <strong>North-West (25,3%)<\/strong> and from the <strong>The North East (10.1 Percent)<\/strong>. Road transport is dominant everywhere, while the services multimodal and rail are distributed unevenly.<\/p>\n\n\n\n<p>At the regional level, significant differences emerge:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"translation-block\">Sicily and Campania have the highest number of operators (113 and 101, respectively), followed by Lazio (81) and Sardinia (60).<\/li>\n\n\n\n<li><strong>Valle d&#039;aosta, and the Autonomous Province of Trento<\/strong> they have the lowest number, with <strong>3 and 2 companies<\/strong>.<\/li>\n\n\n\n<li class=\"translation-block\">Rail transport is more prevalent in Lombardy and Tuscany, both hosting two rail operators.<\/li>\n\n\n\n<li class=\"translation-block\">Mixed transport services are most common in Veneto (5 operators), Friuli Venezia Giulia (3), Puglia (3), and Sicily (7).<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<figure class=\"wp-block-image alignwide size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1620\" height=\"1504\" src=\"https:\/\/www.basco-t.com\/wp-content\/uploads\/2025\/03\/Tab3-2.png\" alt=\"\" class=\"wp-image-3470\" title=\"\" srcset=\"https:\/\/www.basco-t.com\/wp-content\/uploads\/2025\/03\/Tab3-2.png 1622w, https:\/\/www.basco-t.com\/wp-content\/uploads\/2025\/03\/Tab3-2-1280x1201.png 1280w, https:\/\/www.basco-t.com\/wp-content\/uploads\/2025\/03\/Tab3-2-980x920.png 980w, https:\/\/www.basco-t.com\/wp-content\/uploads\/2025\/03\/Tab3-2-480x450.png 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) and (max-width: 980px) 980px, (min-width: 981px) and (max-width: 1280px) 1280px, (min-width: 1281px) 1620px, 100vw\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Corporate structure and type of ownership<\/strong><\/h2>\n\n\n\n<p class=\"translation-block\">Of the 838 registered public transport operators, 584 are listed in the AIDA database (Bureau Van Dijk). This structure presents several challenges for the future, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"translation-block\">Investment needs for the renewal of bus fleets.<\/li>\n\n\n\n<li>&nbsp;<strong>Increasing management complexity<\/strong>with requirements becoming more stringent for the operators.<\/li>\n\n\n\n<li class=\"translation-block\">The necessity of economies of scale to enhance efficiency and financial sustainability.<\/li>\n\n\n\n<li>&nbsp;<strong>The races for the custody of the service<\/strong>starting from 2026 will affect progressively, all the Italian regions, redefining the market and the competitive dynamics.<\/li>\n<\/ul>\n\n\n\n<p class=\"translation-block\">In this scenario, Mergers &amp; Acquisitions (M&amp;A) strategies could play a key role in reducing market fragmentation and strengthening companies' competitive capacity.
