To measure the real purchasing power of workers, the Salary Adequacy Index (SAI) has been introduced. This index correlates the average personnel cost with a composite cost-of-living index (source: Numbeo). European capitals and then based on company size, prioritizing those primarily operating urban public transport services by bus.<\/em><\/p>\n\n\n\n<p><em>*** The average personnel cost was calculated by dividing the total personnel expense by the number of employees. It should be noted that this figure includes all staff categories, including executives, which can significantly impact the final value.<\/em><\/p>\n\n\n\n<p>The <strong>companies <\/strong>of <strong>public transport<\/strong> at <strong>Europe <\/strong>exhibit d<strong>different significant in terms of the number of employees and personnel expenses<\/strong>. <strong><a href=\"https:\/\/www.ratp.fr\/\" target=\"_blank\" rel=\"noopener\">RATP<\/a><\/strong>operating mainly in <strong>Paris<\/strong>, has a population of 66.981 employees with an annual expenditure of almost \u20ac4 billion. Follow <strong><a href=\"https:\/\/www.bvg.de\/de\" target=\"_blank\" rel=\"noopener\">BVG<\/a> <\/strong>(<strong>Berlin<\/strong>) with 15.355 employees and a charge of $ 876 million, <strong><a href=\"https:\/\/www.stib-mivb.be\/home\" target=\"_blank\" rel=\"noopener\">STIB<\/a> <\/strong>(<strong>Brussels<\/strong>) with 9.601 employees and an expense of \u20ac775 million, and <strong><a href=\"https:\/\/www.wienerlinien.at\/\" target=\"_blank\" rel=\"noopener\">Wiener Linien<\/a><\/strong> (<strong>Vienna<\/strong>), which employs 8.922 people with a cost of \u20ac659 million.<\/p>\n\n\n\n<p class=\"translation-block\">In Italy, ATM Milan has 10,331 employees and a personnel expense of \u20ac558 million, while ATAC (Rome), with 10,226 employees, registers a cost of \u20ac490 million. GTT Turin and ANM Naples have personnel expenses of \u20ac193 million and \u20ac97 million, respectively.<\/p>\n\n\n\n<p class=\"translation-block\">In Eastern Europe, although public transport companies are similar in size to those in Western Europe, personnel costs are significantly lower. For example, MPK Krakow employs around 3,000 people, STB Bucharest about 11,000, and BKZ Budapest around 10,000, with overall lower personnel costs.<\/p>\n\n\n\n<p class=\"translation-block\">A look at the average personnel cost reveals significant differences. The highest values are recorded in Brussels (\u20ac76,610), Vienna (\u20ac73,858), Berlin (\u20ac57,096), and Paris (\u20ac57,136). In Eastern European cities, the gap is evident: MPK Krakow (\u20ac21,943), SAT Sofia (\u20ac20,220), and STB Bucharest (\u20ac28,365) offer much lower salaries.<\/p>\n\n\n\n<p class=\"translation-block\">Italian companies are positioned in the middle of the ranking: ATM Milan (\u20ac53,987), ATAC Rome (\u20ac47,912), GTT Turin (\u20ac50,453), and ANM Naples (\u20ac51,943).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The Relationship Between Personnel Costs and Cost of Living: Salary Adequacy Index (SAI)<\/strong><\/h3>\n\n\n\n<p class=\"translation-block\">To assess the real purchasing power of public transport employees, the ratio between average personnel cost and cost of living was calculated. The cost-of-living index used is from Numbeo, which measures the prices of essential consumer goods (food, transport, utilities, and restaurants), excluding rent and mortgages. The higher the value, the greater the ability to afford goods and services relative to local prices:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>if the <strong>value<\/strong> is <strong>top<\/strong> to <strong>1<\/strong>, il salario  risulta proporzionalmente pi\u00f9 alto rispetto al costo della vita locale, consentendo una <strong>greater spending capacity<\/strong>.&nbsp;<\/li>\n\n\n\n<li>if the value is <strong>equal to or close to 1<\/strong>, c&#8217;\u00e8 in <strong>balance<\/strong> <strong>with the cost of living<\/strong>covering essential expenses without special margins or restrictions.&nbsp;<\/li>\n\n\n\n<li class=\"translation-block\">If the value is below 1, the cost of living is relatively high compared to salaries, reducing spending capacity.<\/li>\n<\/ul>\n\n\n\n<p>The cities where public transport workers benefit the most from this ratio are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"translation-block\">Brussels (1.18) and Vienna (1.13): Salaries provide high purchasing power relative to local prices.<\/li>\n\n\n\n<li><strong>Naples (0.97) and Madrid (0,94) <\/strong>si posizionano bene, suggerendo salari adeguati.<\/li>\n\n\n\n<li class=\"translation-block\">Rome (0.88) and Turin (0.92) show relatively positive values, while Milan (0.83) ranks slightly lower.<\/li>\n<\/ul>\n\n\n\n<p>On the other hand, some cities have high costs of living compared to salaries:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Paris (0.79) is among the worst performers: Despite high nominal wages, the cost of living significantly impacts earnings.<\/strong><\/li>\n\n\n\n<li><strong>Berlin (0.90) ranks in the middle, with a purchasing power that is not particularly high relative to salaries.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Focus on Italy<\/strong><\/h3>\n\n\n\n<p>The analysis shows that the <strong>le aziende di trasporto pubblico italiane offrono retribuzioni inferiori rispetto alle realt\u00e0 europee<\/strong>but the purchasing power varies from city to city. Also <strong>Milan<\/strong> is one of the top positions, with a value of 54,000 \u20ac, while <strong>Naples, Turin and Rome<\/strong> you attest under the 52.000 \u20ac. To <strong>close ranking, we find the cities of Eastern Europe<\/strong>, with <strong>Sofia<\/strong>, <strong>Bucharest<\/strong> and <strong>Krakow<\/strong>, where wages are significantly lower.&nbsp;<\/p>\n\n\n\n<p class=\"translation-block\">However, when incorporating the cost-of-living indicator through the Salary Adequacy Index, the ranking changes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Naples<\/strong> and <strong>Madrid<\/strong>despite having lower salaries than in Milan or London, <strong>earn different positions in the ranking. Naples<\/strong>in particular, <strong>salt from the seventh to the third place<\/strong>, while <strong>Madrid<\/strong> <strong>retrieves five positions<\/strong>, demonstrating that in these cities the cost of living is more content&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"translation-block\">Milan, Paris, and London drop in the ranking:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"translation-block\">London is a prime example: while it ranked third in salary levels, it drops five positions in the Salary Adequacy Index, falling to eighth place\u2014highlighting the significant impact of living costs on wages.<\/li>\n<\/ul>\n\n\n\n<p><strong>Brussels and Vienna<\/strong>instead, <strong>to confirm their leadership<\/strong> in both charts, while <strong>the cities of Eastern Europe remain in the bottom of the rankings in both measurements<\/strong>, a sign that lower wages will not compensate the cost of local life.&nbsp;<\/p>\n\n\n\n<p>Thus, Brussels and Vienna emerge as the most advantageous cities, where salaries ensure a good standard of living relative to local prices.
